The Aig-Imoukhuede Foundation convened a significant gathering of public sector reform leaders, stakeholders, and alumni in Lagos on October 16, 2026, to confront the persistent challenges in implementing reform initiatives. The event, titled “Unblocking Reform: From Design to Delivery,” aimed to explore the critical factors that influence the success of reform efforts, including institutional realities, stakeholder engagement, and effective communication.
The Foundation's initiative is part of a broader strategy to leverage its alumni network as a platform for fostering peer learning, strategic dialogue, and collaboration among reform leaders. The ultimate goal is to ensure that reforms are not only thoughtfully designed but also effectively executed to yield tangible benefits for citizens.
Ofovwe Aig-Imoukhuede, the Executive Vice Chair of the Aig-Imoukhuede Foundation, addressed attendees, underscoring the importance of understanding the institutional contexts that shape reform implementation. She emphasized that successful reform requires more than just a well-crafted plan; it necessitates building the necessary support to sustain change. “Effective reform leadership requires an understanding of institutional contexts, a willingness to listen to those affected, and a deliberate effort to build the support necessary for implementation,” Aig-Imoukhuede stated.
The forum featured a keynote address by Olabode Agoro, the Lagos State Head of Service, who spoke on the need to tackle the underlying challenges that impede reform implementation. He pointed out that resistance to reform often arises from gaps in skills, resources, or understanding. Agoro stressed that merely repeating instructions is insufficient to bridge these gaps.
“Leaders must communicate the purpose of reforms, align institutions around their objectives, provide the resources and capabilities required for implementation, and ensure that accountability continues long after implementation,” he advised. He also highlighted the importance of engaging stakeholders at all levels to foster a sense of inclusion and value.
Participants at the event engaged in a Reform Reality Check and a Reform Solutions Lab, where they collaborated in multidisciplinary groups to devise practical strategies for enhancing organizational support, stakeholder engagement, and collaborative action. This interactive approach allowed attendees to identify actionable steps they could implement within their respective institutions.
The discussions at the forum reflect a growing recognition of the complexities involved in public sector reform. As leaders navigate the intricate landscape of institutional change, the insights shared during the event are expected to inform future initiatives aimed at bridging the gap between reform design and its successful delivery.
The Aig-Imoukhuede Foundation's commitment to addressing these challenges is crucial as Nigeria and other nations strive to enhance the effectiveness of public sector reforms, ultimately aiming to improve the quality of governance and service delivery for their citizens.
